Requirements:

Teams channel which gonna publish Azure DevOps notifications.
Add Azure DevOps connector to the Teams channel and save the webhook URL.
Create new Azure DevOps Service Hook related to the Teams web hook URL.

On Create a Service Hook for Microsoft Teams site can find the necessary steps to create a new Web Hook (connector) on Microsoft Teams app.
